関西学院大学は2月27日、在学生向けに、改めて下記の「注意事項」を通知しました。

新型コロナウイルス感染症（COVID-19）（以下新型コロナウイルス感染症）は、中国国内外問わず感染が拡大し死亡例が報告されている状況です。

また、既に国内でも多くの感染者が報告されています。

プライバシーには最大限配慮し、対象国からの帰国者や感染者が不当な扱いを受けないようにしてください。

また、自身のため、周りの人のため引き続き手洗いや咳エチケット等の感染予防に努めるとともに情報収集に努めてください。

１．発熱や呼吸器症状がある場合の行動について

〇咳エチケットや手洗いなどの感染症対策に努めてください。
〇発熱等の風邪の症状が見られるときは 無理をせずに自宅等に滞在してください。
また、次の症状がある方は「帰国者・接触者相談センター」

・風邪の症状や37.5℃以上の発熱が４日以上続いている
（解熱剤を飲み続けなければならないときを含みます）
・強いだるさ（倦怠感）や息苦しさ（呼吸困難）がある　
・医療機関において新型コロナウイルス に感染していると診断される
本学では、上記症状により授業等を欠席した場合は、「学校保健安全法第19条による出席停止」の扱いとします。登校せずに所属学部・研究科に電話で連絡してください。
〇万が一、中国湖北省、浙江省に渡航又は居住していたものと接触、あるいは新型コロナウイルス感染症罹患者と接触し、後に発熱や呼吸器症状が出現した場合は、登校せず、ただちに所属学部・研究科ならびに「帰国者・接触者相談センター」）に電話で連絡してください。
〇発熱などで医療機関を受診する場合、渡航歴などを聞かれます。必ず正確に伝えるようにしてください。感染症リスクの高い地域からの帰国後であれば医療機関受診前に電話で受診可能か否か問い合わせをしてから受診してください。渡航歴などの日時場所、行動歴のメモを作成してから受診しましょう。

２．「新型コロナウイルス感染症」と診断されたら

〇新型コロナウイルス感染症の疑いと診断されたら、医師や保健所から自宅療養、隔離入院の指示や、保健所からの調査がある可能性があります。真摯に対応するとともに、登校せず所属学部・研究科に電話で連絡してください。

３．中国全土（香港・マカオ含む）、韓国大邱広域市及び慶尚北道を含む、新型肺炎を起因とする外務省感染症危険レベル２以上の国及び地域等への渡航についての注意（外務省海外安全ホームページ　2月25日現在）

〇湖北省に対して感染症危険情報レベル３「渡航は止めてください。（渡航中止勧告）（継続）」が発出されています。渡航は中止してください。また、浙江省温州市においても，感染者数が1,000人を超え、感染症危険情報レベル３「渡航は止めてください。（渡航中止勧告）（継続）」が発出されています。
〇中国のその他の地域に対しても感染症危険情報レベル2「不要不急の渡航は止めてください。（継続）」が出されています。
〇韓国大邱広域市及び慶尚北道清道郡に対して感染症危険情報レベル２「不要不急の渡航は止めてください。（新規）」が出されています。
〇今後感染症危険レベルが変更される可能性もあり、帰国時に発熱などの症状があると、検疫による隔離、自宅待機等場合によっては円滑な学業復帰が困難となる場合も考えられます。中国全土（香港・マカオ含む）、韓国・大邱広域市及び慶尚北道を含む、新型肺炎を起因とする外務省感染症危険レベル２以上の国及び地域等への渡航については、ご自身の安全性を含めその必要性をご家族、担当教員等と慎重に検討ください。やむをえず渡航する場合は、必ず渡航前にポートフォリオから海外渡航情報の登録をしてください。　

４．中国全土（香港・マカオ含む）、韓国・大邱広域市及び慶尚北道を含む、新型肺炎を起因とする外務省感染症危険レベル２以上の国及び地域等へ渡航中の方への注意

〇（外務省海外安全ホームページ　 https://www.anzen.mofa.go.jp/riskmap/ ）で危険度を直ちに再確認してください。帰国時には検疫があります。機内で配布された「検疫質問票」に記入し、検疫カウンターで検疫官の指示を受け、正確に対応してください。帰国後は、電話で所属学部・研究科に連絡してください。また、帰国後2週間外出を控え、自宅等に滞在するよう努めてください。発熱や呼吸器症状が出現した場合については、「１．発熱や呼吸器症状がある場合の行動について」をご参照ください。

５．海外旅行をする方へ

〇海外に渡航される方は、出発前に渡航先の安全情報を海外安全ホームページで確認してください。
〇在留届及び「たびレジ」へ登録してください。
海外渡航前には、万一に備え、家族や友人等に日程や渡航先での連絡先を伝えておくようにしてください。3か月以上滞在する方は、緊急事態に備え、必ず在留届を提出してください。

For your own sake and the sake of those around you, make sure to practice cough etiquette, washing your hands, and other measures to prevent spreading the infection, together with gathering the latest information.

What to Do if You Have a Fever and Respiratory Symptoms
Make sure to practice cough etiquette, washing your hands, and other measures to prevent spreading the infection. If you have a fever or other cold symptoms, do not strain yourself. Recover at home.

You have cold symptoms and a fever of over 37.5°C that has persisted for more than four days ((including when you need to continue to take an antipyretic)
You have a strong feeling of weariness (fatigue) or shortness of breath (difficulty breathing).
You have been diagnosed as having a novel coronavirus infection by a medical institution
Class absences due to the above symptoms shall be handled as “suspension of attendance” according to Article 19 of the School Health and Safety Act. Do not come to school, and contact your affiliated school/graduate school.

If you have had contact with someone who has traveled to or stayed in Hubei Province or Zheijiang Province in China or with a patient infected by the novel coronavirus (COVID-19), and you later manifest a fever and respiratory symptoms, do not come to school. Contact your affiliated school/graduate school, as well as the consultation center for returnees/individuals who have been in contact, by phone.

If you are examined for a fever and other symptoms at a medical institution, you will be asked about your travel history. Be sure to answer honestly. If you have returned to Japan from an area at high risk for infection, call the medical institution beforehand to check if you are able to undergo an examination. Take the examination after making notes about when and where you went, as well as what you did, during your travels.

If You Are Diagnosed with a Novel Coronavirus (COVID-19) Infection
If you are diagnosed with a suspected novel coronavirus (COVID-19) infection, you may be asked by doctors and public health centers to recover at home or undergo medical quarantine, and there may be tests by a public health center. Respond to these requests in a serious manner, avoid going to school, and contact your school/graduate school by phone.

Warning About Traveling Overseas to China and Other Countries (As of February 14)
The Ministry of Foreign Affairs has issued an advisory to suspend travel to Hubei Province, which is at risk alert level 3 (“Do not travel”) for infection. Zheijiang Province has also seen the number of infected individuals rise to over 1,000.The rest of China is also at risk alert level 2 (“Refrain from nonessential, nonurgent travel (Evacuate)”) for infection.
Risk alert levels for infection could change in the future, and if you have symptoms such as a fever when you return to Japan, you may be subject to medical quarantine or ordered to remain at home, making it difficult to make a seamless return to your studies. With regard to traveling to China, discuss the necessity of your visit with your family members and professors in a conscientious way, taking your personal safety into account. If you must go to China, be sure to log your overseas travel information in your portfolio before going.

Note for Those Currently Traveling in China and Other High-Risk Areas
Confirm risk levels (https://www.anzen.mofa.go.jp/riskmap/ ) on the MOFA homepage. There will be a quarantine when you return to Japan. Fill in the quarantine question form given to you on the plane, take orders from the officers at the quarantine counter, and follow them exactly. When you return to Japan, contact your affiliated school/graduate school by phone. Please make an effort to limit going outdoors for two weeks after your return, and remain at home. If you manifest a fever and respiratory systems, refer to Section 1 (What to Do if You Have a Fever and Respiratory Symptoms).
