海外研究者招聘セミナー 「Institute for Advanced Sustainability Studies（IASS） Ilan Chabay教授を迎えて」
関西学院大学災害復興制度研究所では、ドイツのポツダムにある持続的発展学・国際高等研究所（Institute for Advanced Sustainability Studies ） のIlan Chabay教授をお迎えして、下記のセミナーを開催しました。なお、本セミナーは、持続的地域復興国際研究会の企画による拡大セミナーとして実施しました。

題目：Creating Pathways to Sustainable Futures with Mutual Learning
要旨：We are witnessing tremendous changes in the complex, interdependent social-environmental system. These changes that have their origin in certain human activities that have resulted in potentially catastrophic systemic risks to the well-being of present and future societies, including pandemics, climate change, wealth inequality, and food insecurity. Moving from the current unsustainable patterns of behavior to developing and sustaining just and equitable living conditions in the different cultures and contexts of the world requires continually learning, innovating, and adapting. How can we meet this urgent, critical, and complex challenge?
Adopting the Sustainable Development Goals (SDGs) is an important, hopeful start, but to accomplish such goals means we must engage, excite, and empower people in mutual learning, designing, and acting that leads to transforming societies to more sustainable and dynamically resilient patterns of collective behavior. I will discuss several examples of multi-stakeholder workshops to support decisions and actions for collective behavior change to more sustainable futures in the Alaskan and Siberian Arctic, Baltic Sea fisheries, and Japanese rural communities.Chabay博士の講演 “Pathways to Sustainable Futures Through Mutual Learning”概要

Ilan Chabay博士は、理工学と人文社会学の両面にわたって多彩で先端的な研究とご体験をお持ちの国際的に大変著名な方である。ドイツのポツダムにあるIASS（Institute for Advanced Sustainability Studies, 持続的発展学高等研究所）で、「戦略的科学のイニシアティブと研究プログラム」部門長をされている。私は、2017年と2020年に計1年4カ月Senior FellowとしてIASS に研究滞在した。そこで共同研究する機会があり、以来交流が続いている。博士は2021年初めより5月末日まで京都大学防災研究所外国人客員教授として滞在された。この間、山泰幸副所長も交えて「地域復興」を「持続的発展」と結びつけて議論する機会があった。ちょうど帰国される直前の5月14日（金）に関西学院大学災害復興制度研究所にて、本研究所の「持続的地域復興国際研究会」活動の一環として、国際研究セミナーを企画した。コロナ禍の制約にも関らずハイブリッド方式で講演があり、熱心な質疑と議論の機会となった。以下はご講演の概要とメッセージである。
1. 人類は今や時間と空間の両面で複雑でシステミック（あれもこれもつながってくる状態）で、多様なリスクに向き合わなければならなくなっている。
これらのリスクは、人類にとって時間や空間のスケールが（今まで体験したことがないほどに）多元的になってきている。
2. 私たち人間は「自然」の一部である。
自然はそもそも複雑で、グローバル（全地球的）な「システムのシステム」（ネットワークがつながってより大きなシステムとなる状態）として存在しているのだ。
「持続可能性に反する力」、「グローバライゼーション」、「デジタル化」が背後にある。
4. 民主的な仕組みの中でこのような社会的変革を少しずつ進めていく。
そのためにはSDGs の具体的テーマに基づいて、参画と相互学習をしていく場とナラティブが必要だ。
