Professor Takeshi Inoue of the Department of Law and Politics Serves as Organizer at the Franco-Japanese research seminar

Professor Takeshi Inoue of the Department of Law and Politics participated, as co-organizer together with Professor Thierry Rambaud of Université Paris Cité, in the Franco-Japanese research seminar entitled The Reception of International Human Rights Law in the French and Japanese Legal Orders (La réception du droit international des droits de l’Homme dans les ordres juridiques français et japonais), held on March 10, 2026, at Université Paris Cité in Malakoff, France.

The seminar opened with welcoming remarks by Professor Alain Laquièze, Dean of the Faculty of Law at Université Paris Cité, and Professor Bruno Daugeron, Director of the Public Law Research Center. Their remarks were followed by presentations of recent research by specialists and practitioners from a range of fields.

Kwansei Gakuin University was represented by Professor Takeshi Inoue and Professor Yasue Mochizuki of the Department  of Law and Politics, and Professor Sachiko Yoshimura of the Department of International Studies. Professor Inoue presented a paper entitled The Japanese Supreme Court’s Reluctance in Treaty-Compatibility Review (La réticence de la Cour suprême japonaise dans le contrôle de conventionnalité). Professor Mochizuki presented The Reception of International Human Rights Law in the Japanese Legal Order: Focusing on the Convention on the Elimination of All Forms of Discrimination against Women (La réception du droit international des droits de l'homme dans l'ordre juridique japonais : autour de la Convention sur l’élimination de toutes les formes de discrimination à l’égard des femmes). Professor Yoshimura presented Léon Jouhaux’s Contribution to the Internationalization of Labor Standards and Its Reception in Japan: An Analysis from the Perspective of Business and Human Rights (La contribution de Léon Jouhaux à l’internationalisation des normes du travail et sa réception au Japon : une analyse du point de vue des entreprises et des droits de l'homme).

The other presentations examined the mechanisms through which international human rights law has been incorporated and implemented in national legal systems, highlighting both common features and institutional differences between France and Japan. The seminar also featured discussion of the roles played by courts, various institutions, and legal scholarship in ensuring the effectiveness of international human rights standards.

Similar joint research seminars with Université Paris Cité were also held in 2023 and 2024, and academic exchange between the two universities continues.
